Summary -
Directs the  Procurement , Supply Chain Management and our Shared Services Business Process Outsourcing groups for all of NECAM.  Plans and implements the right processes, controls and practices across the organization.   Develops, and integrates processes with business units and other functional areas to create an ecosystem that will support and sustain a complex business model. Develops, deploys and enforces all Corporate Operations and Supply Chain Management policies and procedures. Responsible for driving substantial cost saving, process improvement and compliance (governance) related to  procurement and supply chain management activities.   Adjusts processes and policies to meet strategic objectives and align with corporate priorities. Provides reporting and anlaysis to executive-level management, and updates management on progress or problems. Responsible for resource strategy planning, resource allocation, budget planning and adherence and personnel development.

 

Essential Duties and Responsibilities -
30% Leadership

  • Sets goals for the group, identifies staff training needs, develops organizational capability, and models behavior for best-in-class purchasing and supply methodologies.  
  • Identifies and communicates key strategic initiatives, responsibilities and practices to ensure a successful attitude, confidence in leadership, and teamwork to achieve business results.
  • Supports the implementation of NEC procedures, methods and practices in the areas of  procurement and supply chain. 
  • Provides coaching, direction and leadership support to team members, while increasing individual skills and empowering team members to independently utilize skills and knowledge to achieve business results.
  • Participate in the interviewing, selection, hiring and training of team members. Promote team building, growth and development, including performance planning and performance improvement processes.
  • Responsible for NECAM Shared Services Business Process Outsourcing (BPO) operations and governance.
  • Coordinates, facilitates and implements strategic discussions and related procedures with NEC Corporation Global SCM Team

40% Planning and Execution

  • Develops strategic and operational plans, managing execution, and measuring results.
  • Owns the creation and enforcement of all Procurement and Supply Chain  policies and procedures.  Ensures highest quality of service provided for entire NECAM customer base.
  • Provides vision and direction for procurement, supply chain system platforms and automation. Creates synergies with Business Units to advance a single enterprise-wide procurement and supply process. Platforms include, but are not limited to, company’s corporate card program, travel program, wireless program, expense reporting tool, purchase requisition and purchase orders. Ensures data integrity of each platform.
  • Evaluates and develops recommendations regarding proposed and existing major expenditures, operating changes and other corporate actions associated with the purchase of goods and services, and the management of inventory and supply chain. Develops annual operating plan and budget, and quarterly budget updates.
  • Develops performance targets and manages costs related to planning, forecasting, and deployment functions that support top-line growth and bottom-line profitability.
  • Executes strategies and processes to support accelerated growth and deliver increased customer satisfaction, product and service quality, reduced costs , process improvements and reduced cycle time. Plans and manages business unit/department processes and practices to ensure that programs are aligned with company business goals and objectives.
  • Prepares, communicates and educates business units, functional groups and team on changes in policies and practices within the organization.

30% Business Requirements

  • Provides functional expertise in Procurement and Supply Chain. Develops internal expertise in quality systems and programs, and integrates these throughout the procurement process (insure compliance with internal audit, external audit, and Japan Sarbanes-Oxley controls).
  • Manages cross-functional interfaces and coordinates all procurement functions to ensure that optimal business plans are developed and executed throughout the organization.
  • Assures that all purchases of goods and services are made in accordance with budgetary and other policies, and purchasing personnel are in compliance with these practices. Directs the operations of the sourcing process including RFI and RFP completion, solicitation of proposals from vendors, vendor selection and value negotiation (weighing quality, price and service) for each proposal. Directs contract implementation and ongoing supplier strategic alliances. 
  • Researches potential new suppliers for materials and services. Facilitates the evaluation of suppliers, materials, and supplies in support of BU and Operations goals.  Applies supplier rationalization across commodities to establish preferred suppliers to drive costs down. Negotiates contracts with suppliers to gain appropriate savings and service levels. Develops a supplier rating system and implements quantitative supplier measurements, reporting results as well as internal measurements and reports performance against target (KPIs)
  • Facilitates the timely purchase of goods, within acceptable lead times from vendors, through regular coordination with supply chain personnel.
  • Provides aggregate spend analysis, savings forecasts (ROI), sourcing process analysis, procurement process analysis, material and inventory management analysis. Makes recommendations for improvements based on analysis results. 
  • Is responsible for compliance with all Corporate and Trade Compliance Policies, and has authority to deny any orders not compliant with documented policies.
  • Has autonomy to work with business units and compliance team to authorize and document exceptions.
  • Provides executive management with reports and analysis as well as recommendations for improvements or changes.
  • Responsible for Materials Planning/Logistics/Warehouse activities to provide optimum inventory control and reserve levels to support NECAM’s portfolio of product lines. 
  • Oversee the Logistics activity to provide timely and cost effective transportation of all Imported, Exported, and Domestic products. 
  • Ensures adherence to legal and operational compliance requirements.

 

Prerequisites -
Education: Bachelor of Science in related field, Business Administration, or equivalent experience.
Experience: 10 or more years of experience in operations with 5 or more years of management responsibilities.  Highest level of knowledge of operations processes, practices, and principles.
